The Sales line status overview form lists the actions performed on the selected sales line. For instance, you can see whether purchase orders have been placed yet, and whether a sales invoice has been created. In addition, you can see which actions are not applicable and which actions still have to be carried out.
If the Eligible for 'Offer' status and Eligible for 'History' status check boxes have been selected, the actions required for that status have been performed, and you can change their status to 'Offer' or 'History'.
