Database patches for Isah

Whenever the Isah database must be patched to a new version, for example because an Isah update is installed, you need to take a number of additional measures for Isah ML:

1. Synchronize all mobile devices before the Isah database is patched, to ensure that there are no more transactions present on the mobile devices.
2. Disable SQL Server Change Tracking.
3. Install the database patch in the usual way.
4. Enable SQL Server Change Tracking again.
