Reference date of part revisions

Throughout Isah, the reference date for part revisions is now based on whether or not you are using part revision management:

• If you are using part revision management, the reference date is the start date of the revision. This reference date cannot be changed.
• If you are not using part revision management, the reference date is the current date. You can change the reference date if required.
