If it is not yet possible to break down the costs of a project, you use estimates organized in plan groups. Let us assume that you roughly know how much steel and other components you will be using for a project, and how much time you will need for engineering and production. On the Projects form, add a project, and add four lines of type 'Costs/revenues'. Enter the plan groups and the estimated costs on these lines:

When you add a production file in which you will make more detailed product calculations, you also enter the plan group each calculation line belongs to. At a later stage, this will allow you to compare the costs with the costs estimated on project level in the plan groups.
